The System of Central American Integration (S.I.C.A.) started with the signature of the Tegucigalpa Protocol on December 13, 1991, by the states of Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama.

SICA's mission is to support and follow up on the decisions adopted at Presidential Summits and by the Council of Ministers. In addition, SICA seeks to encourage and coordinate forums on cooperation and any actions that foster regional integration and the process of institutional reform with the institutional organisms of SICA which will ultimately result in tangible benefits for Central America. The system also promotes the participation of Civil Society and the practicing of a culture of integration allowing for coherence and unity throughout the system.

One of the strategic objectives of SICA is lending its services and offering its technical and executive skills in support of the push for regional integration, particularly in the gradual and progressive construction of Central American Union.
The General Objectives of SICA are:

  • To promote peace, liberty, democracy and development in Central America by encouraging the change of personal and social attitudes that will ensure the creation of a model of sustainable development in the political, economic, social, cultural and environmental arena.
     

  • The sustainable integral management of the territories to secure the conservation of the biodiversity of the region.
     

  • To communicate Central America's achievements to the international community.
     

  • To foster conditions that will permanently strengthen the capacity and participation of Civil Society in the drive to improve the present and future quality of life.
